The governing body of the Coalition is the Leadership Council, which consists of 2-4 Moderators, a Recording Secretary, and a Corresponding Secretary.

The Leadership Council will meet monthly to carry out the following tasks:
- Set the agenda for Coalition Meetings
- Ensure representation of Area IV in the greater community
- Provide continuity for the Coalition.
*A resident may request that an item be place on the agenda by calling a member of the Leadership Council, space permitting.
In addition, officers have the following specific responsibilities:
Corresponding Secretary:
- Get mailings and information from the community and City
- Generate letters and correspondence from Coalition, signed by at least 2 members of the Leadership Council
- Coordinate all public communication
Recording Secretary:
- Take minutes at meetings, transcribe the minutes, highlight decisions and action items, and provide the minutes to the other members of the Leadership Council
- Develop a summary of each meeting for inclusion in next month's agenda mailing.
- Maintain an archives of minutes, and make them available when requested
- Circulate and keep attendance lists at each meeting
Moderators — (2-4 people):
- Ensure mailing of agenda and meeting announcements
- Publicize meetings
- Run meetings and appoint a timekeeper. Moderators will choose their own regular method for selecting each meeting's chair
- Ensure the implementation of decisions and action items discussed at meetings.
Nominations for office will take place at the September meeting of the Area 4 Coalition. Elections will be held at the October meeting. Term of office commences each October and is for 12 months. Leadership coalition members can be re-elected
